此次研讨会由香港特区政府驻雅加达经济贸易办事处主办,联合香港投资推广署、马来西亚航运协会,并获得香港船舶注册处支持。会议吸引超过150位来自政府部门、航运业界、监管机构及专业服务领域的代表出席,凸显香港与马来西亚在海运合作方面的高度互信与合作潜力。
Co-organised by the HKETO Jakarta, InvestHK, and the Shipping Association Malaysia (SAM), with support from the Singapore Regional Desk of the Hong Kong Shipping Registry (HKSR), the seminar attracted over 150 senior policymakers, maritime executives, and industry stakeholders from both Hong Kong and Malaysia, underscoring their shared commitment to deepening maritime collaboration.
刘律师是以香港海运港口发展局成员身份应邀出席本次活动。这是该局自2025年7月1日正式成立以来的首次海外公务访问,刘律师亦成为首位代表该局执行此类国际任务的成员。
Mr. Liu attended the event in his official capacity as a Member of the Hong Kong Maritime and Port Development Board (HKMPDB). This marks the Board’s first overseas duty visit since its establishment on 1 July 2025, with Mr. Liu becoming the first serving Board Member to undertake such an international engagement.
刘洋律师在主题演讲中以“推动互联互通:香港作为马来西亚战略性海运门户”为题,系统阐述香港作为国际航运中心的制度优势、绿色燃料发展战略、港口基础设施升级及数码化转型成果。他特别指出香港作为全球第四大船舶注册地,拥有超过2,200艘船只、总吨位超过1.28亿吨,同时具备成熟的仲裁机制、自由资金流动、低税制和中英双语普通法体系等多重优势。
In his keynote address titled “Driving Connectivity: Hong Kong as a Strategic Maritime Gateway for Malaysia,” Mr. Liu highlighted Hong Kong’s positioning as one of the world’s leading shipping and trade centres, underpinned by its bilingual common law system, the free flow of capital, competitive tax regime, and world-class maritime services. He also discussed the city’s green fuel bunkering roadmap, digital transformation, and strategic role in enabling seamless regional and global trade flows.
他进一步介绍了香港政府近期推出的《绿色燃料加注行动计划》、液化天然气和生物燃料加注的里程碑成果,以及香港港口社区系统(PCS)即将上线所带来的营运效率提升。刘律师指出,这些举措将为马来西亚航运企业带来绿色转型、融资便利与法律保障的多重支持。
He elaborated on Hong Kong’s Action Plan on Green Fuel Bunkering, milestones in LNG and biofuel adoption, and the upcoming launch of the Port Community System (PCS), which will significantly enhance port efficiency. These initiatives, he noted, present valuable opportunities for Malaysian shipowners and operators to benefit from Hong Kong’s green transformation and regulatory innovations.
除发表主题演讲外,刘律师亦受邀参与由马来西亚航运协会主席Ooi Lean Hin先生主持的专题讨论环节,与多位行业专家就航运韧性、港口数码化转型及跨境法律基础设施支持等课题展开深入对话。刘律师在会上分享了香港作为普通法及双语司法体系的独特优势、海事仲裁的国际认可度,以及港口社区系统(PCS)即将上线所带来的操作效率提升。
In addition to his keynote, Mr. Liu also participated in the panel discussion moderated by Mr. Ooi Lean Hin, Chairman of the Shipping Association of Malaysia. The session featured an engaging dialogue with fellow experts on the future of shipping resilience, digital port transformation, and legal infrastructure supporting cross-border trade. Mr. Liu contributed insights on Hong Kong's bilingual common law system, its strengths in maritime arbitration, and the city’s ongoing efforts to digitise port operations through the Port Community System (PCS).
