Jointly organised by the Hong Kong Marine Department and the Hong Kong Economic and Trade Office in Shanghai, the conference gathered more than 100 senior representatives from government authorities, major shipping institutions, and classification societies to discuss green shipping development, the evolution of Hong Kong’s maritime policies, and emerging international regulatory frameworks.

As one of the keynote speakers representing Hong Kong’s high-end maritime services sector, Mr Liu delivered a speech entitled “Smart and Green Shipping: Institutional Innovation and High-End Maritime Services as Hong Kong’s Dual Engines.”

In his remarks, Mr Liu highlighted Hong Kong’s swift advancement in green methanol bunkering, underscoring the city’s emerging leadership in sustainable shipping. He emphasised that in an increasingly digital and decarbonised industry, Hong Kong’s strength lies not only in its port infrastructure but also in its institutional trust, legal certainty, and integrated regulatory framework.
刘律师进一步介绍了香港正在构建的绿色航运燃料全链生态体系，涵盖生产、认证、储运、交易、金融、保险及仲裁等环节，并指出这一体系有赖于香港完善的法律及仲裁机制作为支撑。他同时提及数字化与法治的深度融合趋势，引用了《联合国国际贸易数字化单证公约》及即将实施的新修订的《中华人民共和国海商法》等新制度，认为这将促进国际与国内在电子贸易及电子提单领域的规则对接与互认。
He further outlined Hong Kong’s development of a comprehensive green maritime fuel ecosystem — spanning production, certification, logistics, trading, finance, insurance, and arbitration — supported by its robust legal and arbitral systems. Mr Liu also noted the growing synergy between digitalisation and the rule of law, citing new frameworks such as the UNCITRAL Convention on Electronic Trade Documents and China’s new Maritime Law, which align international and domestic practices in electronic trade and documentation.

Hong Kong’s ability to connect international standards with Mainland systems makes it uniquely positioned to lead in this new era of smart and green maritime development.”
