Haiwen Edward Liu Appointed Justice of the Peace by the Chief Executive of Hong Kong SAR

Haiwen & Partners is pleased to announce that Edward Liu, a partner in the firm’s Hong Kong office, has been appointed a Justice of the Peace by the Chief Executive of the Hong Kong Special Administrative Region in 2026. The appointment was published in the Government of the Hong Kong Special Administrative Region Gazette on 1 July 2026.

刘洋律师专注于国际仲裁、民商事诉讼、航运与贸易、清盘破产以及加密与数字资产争议解决，在处理复杂跨境商业纠纷方面拥有丰富经验。刘律师同时拥有中国香港、英格兰及威尔士、英属维尔京群岛执业资格，并持有中国内地律师职业资格，长期为金融机构、跨国企业、中国国有企业以及大型航运与贸易公司提供法律服务。

Edward focuses on international arbitration, commercial litigation, shipping and trade, insolvency and restructuring, and disputes involving crypto and digital assets. He has extensive experience in handling complex cross-border commercial disputes. Edward is admitted to practise in Hong Kong, England and Wales, and the British Virgin Islands, and also holds PRC legal professional qualification. He has long advised financial institutions, multinational corporations, Chinese state-owned enterprises, and major shipping and trading companies.

此次获委任为太平绅士，是刘洋律师继于2022年获香港特别行政区政府颁授荣誉勋章后，再次获得香港特别行政区政府肯定。该项委任体现了对其专业成就、公共服务工作以及长期支持香港国际航运中心和国际法律及争议解决服务发展的认可。

Edward’s appointment as a Justice of the Peace marks a further recognition by the Hong Kong SAR Government following his award of the Medal of Honour in 2022. The appointment reflects recognition of his professional achievements, public service contributions, and long-standing support for the development of Hong Kong as an international shipping centre and an international legal and dispute resolution services centre.

多年来，刘洋律师积极参与香港多项公共及专业事务，持续就香港国际航运中心及国际法律和争议解决服务中心建设建言献策。其现任特区政府主要公职包括特首政策组专家组成员、律政司香港国际法律人才培训专家委员会委员、律政司法律及争议解决服务专家咨询组委员、律政司仲裁法律改革工作小组成员，以及香港海运港口发展局成员等。

Over the years, Edward has been actively involved in a wide range of public and professional roles in Hong Kong and has consistently contributed to discussions on the development of Hong Kong’s international shipping centre and international legal and dispute resolution services centre. His current appointments include membership of the Chief Executive’s Policy Unit Expert Group, the Hong Kong International Legal Talents Training Expert Committee, the Advisory Group on Legal and Dispute Resolution Services, the Working Group on Arbitration Law Reform, and the Hong Kong Maritime and Port Development Board, among others.
