Haiwen Edward Liu Speaks at Belt and Road Summit 2026 on Hong Kong’s Role as a "One-Stop" Risk Advisor

该专题讨论由香港保险业监管局主办，主题为“构建全球风险策略：香港作为企业全球化的一站式风险顾问”。论坛汇聚企业高管及风险管理专家，共同探讨中国内地企业全球化拓展过程中所面临的不断演变的风险格局、可供运用的各类风险管理工具，以及香港作为“一站式”风险顾问及管理平台所发挥的作用。

Hosted by the Insurance Authority, the panel session — "Architecting a Global Risk Strategy: Hong Kong as the End-to-End Risk Advisor for Globalizing Enterprises"— brought together corporate executives and risk experts to examine the evolving risk landscape facing Chinese Mainland enterprises expanding globally, the range of risk management tools available, and Hong Kong’s role as a "one-stop" risk advisor and manager.

结合其在国际仲裁、跨境争议解决、航运及贸易等领域的丰富执业经验，刘洋就企业全球业务拓展过程中，法律、保险及运营规划一体化配置的必要性分享了见解。他指出，面对日益复杂的跨境挑战，必须更有效地统筹合同项下的风险分配、争议解决机制及保险安排，方能作出全面而及时的应对。

Drawing on his extensive experience in international arbitration, cross-border disputes, shipping and trade matters, Edward shared his views on the increasing need for integrated legal, insurance and operational planning in support of global business expansion. He highlighted the importance of aligning contractual risk allocation, dispute resolution mechanisms and insurance solutions in order to respond effectively to increasingly complex cross-border challenges.

刘洋表示：“当下的跨境风险正变得愈发相互交织。地缘政治、监管或运营层面的任何变化，都可能在短时间内同时触发合同、保险及执行层面的连锁问题。因此，企业所需要的，是将法律意见、风险分配、争议应对准备及风险转移机制有机结合起来的综合性解决方案。”

Edward said: "Today’s cross-border risks are increasingly interconnected. A geopolitical, regulatory or operational event can quickly engage contractual, insurance and enforcement issues at the same time. Businesses therefore need integrated solutions that combine legal advice, risk allocation, dispute readiness and risk transfer."

他还表示：“香港在提供此类支持方面具备独特优势。凭借其在商事法律、仲裁、保险及跨境专业服务方面的深厚积累，香港能够为企业应对复杂国际业务运营提供高效而全面的平台支持。”

He added: "Hong Kong is particularly well placed to provide that support. Its strengths in maritime law, arbitration, insurance and cross-border advisory services make it a highly effective platform for enterprises navigating complex international operations."
