11 September 2026, Edward Liu, Partner of Haiwen & Partners Hong Kong office, was invited to speak at the Training Programme on International Economic, Trade and Investment Legal Practice, the inaugural programme jointly organised by the Hong Kong International Legal Talents Training Academy, established by the Department of Justice of the Hong Kong Special Administrative Region Government, and the Ministry of Commerce. At the expert panel on "Chinese Companies Going Global: A Forward Look at Hong Kong's Professional Services", Mr. Liu delivered a featured presentation on the importance of frontloading legal risk management and considering the value of Hong Kong early in Chinese companies' international expansion.

Launched on 7 September 2026, the five-day programme is designed to strengthen capabilities in foreign-related legal affairs. Its curriculum covered a range of topics including the geopolitical landscape of international trade, export controls and sanctions, emerging trade policy tools, dispute resolution, technological developments, and legal issues arising from the outbound expansion of Chinese companies. The panel brought together representatives from the financial, legal, accounting and business advisory sectors to discuss Hong Kong's role, under "one country, two systems", in supporting Mainland enterprises going global.

Drawing on practical experience in cross-border investment, mergers and acquisitions, joint ventures, supply chain deployment and dispute resolution, Mr. Liu noted that the legal risks faced by Chinese companies going global are rarely isolated issues. Rather, they form a full-cycle risk chain spanning structuring, transaction documentation, regulatory compliance, dispute resolution and cross-border enforcement. Many later difficulties arise not from flawed business logic, but from insufficient structuring, incomplete documentation and the failure to build in adequate risk-management tools at an early stage.
刘洋表示,法律服务不应被视为“出事之后的补救成本”,而应成为“出海之前的底层基础设施”。他指出,法律风险管理越早介入,越有助于企业从源头优化投资与控股架构、完善合同与控制权安排、预留争议解决及资产保护工具,并在风险发生时更高效地作出应对。
Mr. Liu noted that legal services should not be regarded as a remedial cost incurred only after problems arise, but rather as foundational infrastructure to be built before going global. Early legal risk management, he explained, helps companies optimise investment and holding structures, strengthen contractual and control arrangements, preserve dispute resolution and asset protection tools, and respond more effectively when risks materialise.

Mr. Liu further observed that Hong Kong's value to Chinese companies going global lies not only in its international environment and common law system, but also in its ability to provide a practical, connected and enforceable legal services platform.
