Mr. Zhang joined Haiwen in 2018. Before that, Mr. Zhang worked in State Intellectual Property Office (“SIPO”, now “National Intellectual Property Administration”) as director of the Legal Affairs Division of Examination Department, SIPO Government Lawyer, and Senior (Grade II) Examiner. Mr. Zhang was admitted to the Bar of the People’s Republic of China in 1997 and has practiced law since 1998.

During his tenure in SIPO, Mr. Zhang worked in the Litigation Division, the Research Division, the Communications Complaint Division and the Legal Affairs Division of Examination Department of Patent Reexamination Board. Mr. Zhang has dealt with hundreds of cases in patent reexamination, invalidation, administrative reconsideration and related administrative proceedings. Mr. Zhang had nearly 300 appearances in court and provided many legal opinions on IP-related issues. Mr. Zhang also worked on invention patent substantial examination and the consultation of patent infringement determination.
Mr. Zhang's examination fields focus on Electronics, Communications, Photo-electricity, Materials, Mechanical engineering, Supplies and Industrial Design. Mr. Zhang has also participated in various workshops and seminars on complex cases in chemistry, medicines and other fields.
Mr. Zhang has been responsible for the administrative reconsideration, administrative proceedings, investigation on business and property preservation in SIPO. He has been among the few experts with the practices range from invention substantial examination, reexamination, invalidation, administrative reconsideration, property preservation and related administrative proceedings.
Mr. Zhang is also professional in trademark, copyright and other IP matters, being appointed as people's juror for nearly a hundred relevant cases.
Mr. Zhang received his BE, LLM and JD from Nanjing University of Aeronautics and Astronautics, Southwest University of Political Science and Law and Zhongnan University of Economics and Law in 1996, 2002 and 2016, respectively. He was also a visiting scholar to Law School of George Washington University. At present, Mr. Zhang is an executive director of China Intellectual Property Society, member of the University- Enterprise Expert Committee of China Intellectual Property Training Center, and part-time postgraduate tutor of Peking University and Law School of Beijing foreign Studies University.
