Mr. HE joined Haiwen in 1992, the year Haiwen was founded.
Mr. He has extensive experience in capital market transactions. He has represented both issuers and underwriters in numerous unprecedented, high profile securities offerings by Chinese companies including Sinopec, PetrolChina, PICC, Suntech Power Holding, etc. Mr. He also has extensive experience in mergers and acquisition transactions, and his recent experience in M&A area includes representing Sinopec,in its tender offer to acquire four domestic listed companies, and representing Citigroup led consortium in its acquisition of Guangdong Development Bank.
As a widely respected practitioner, Mr. He is involved in the drafting of various corporate and securities related laws and regulations in China. He has participated in the drafting of China's Securities Act, Company Act and various rules promulgated by the CSRC relating to securities offering and merger and acquisitions. Mr. He used to sit on the Public Offering Review Committee and the Merger and Acquisition Review Committee of the CSRC.
Mr. He is a member of Chinese Bar Association.
Mr. He received his LL.B. degree from Peking University in China in 1982, and LL.M. and J.D. degrees from Southern Methodist University in the United States in 1985 and 1987, respectively.
