海问律师事务所欣然宣布，本所香港办公室合伙人刘洋律师近日获委任加入多项国际领先仲裁机构的仲裁员名册，进一步彰显其国际仲裁领域的专业地位，也持续巩固海问在国际争议解决领域的全球化布局。

刘洋律师获委任为粤港澳大湾区仲裁员名册首批仲裁员之一。该名册由广东省、香港特别行政区及澳门特别行政区司法行政部门联合设立，并于2025年12月30日正式公布。在共计143名仲裁员中，来自香港的仲裁员不足50人，刘律师位列其中。

Mr. Liu has been named to the inaugural Greater Bay Area (GBA) Arbitrator Panel, jointly established by the legal departments of Guangdong Province, the Hong Kong SAR, and the Macao SAR. He is among fewer than 50 Hong Kong-based arbitrators selected for inclusion in the 143-member list, which was formally launched on 30 December 2025.

大湾区仲裁员名册的设立，是推动粤港澳三地法律及争议解决合作的重要里程碑，旨在构建高水平、一体化的争议解决生态体系。该机制有助于深化跨境协作、促进规则衔接，并进一步提升大湾区法律及仲裁服务的国际竞争力。

The GBA Arbitrator Panel represents a key milestone in promoting collaboration among the three jurisdictions and in developing a world-class, integrated dispute resolution ecosystem in the Greater Bay Area. The initiative aims to enhance cross-border cooperation, align regulatory standards, and strengthen the international competitiveness of the GBA’s legal and arbitration services.

在巩固大湾区仲裁实践的同时，刘洋律师的国际仲裁影响力亦不断延伸。他近日获委任为沙特商事仲裁中心的仲裁员。至此，刘律师已同时列入中东地区三大主要仲裁机构的仲裁员名册：

Further extending his international recognition, Mr. Liu has also been appointed as an arbitrator by the Saudi Center for Commercial Arbitration (SCCA). With this appointment, he is now empaneled with the three principal arbitration institutions in the Middle East:

In addition, Mr. Liu has been invited to join the panel of arbitrators of the Tashkent International Arbitration Centre (TIAC) in Uzbekistan, further broadening his practice into Central Asia, a region of growing significance for Belt and Road Initiative projects, energy-sector disputes, and cross-border infrastructure investments.

上述多项任命使刘洋律师成为少数在亚洲、中东及中亚地区均具备实质仲裁实践布局的中国仲裁法律专业人士之一，能够为客户在多个新兴仲裁中心提供无缝衔接的专业服务。

Together, these appointments position Mr. Liu as a rare Chinese arbitration practitioner with a professional footprint across Asia, the Middle East, and Central Asia, offering clients seamless representation across multiple emerging arbitration hubs.

在国际仲裁业务不断拓展的同时，刘洋律师近期亦获准成为英属维尔京群岛执业律师。该资格将进一步提升其在涉及离岸公司架构、复杂公司治理及基金争议等事项中的专业能力，加强海问在离岸争议解决领域的服务实力。

Complementing his expanding international arbitration profile, Mr. Liu has also been admitted as a lawyer in the British Virgin Islands (BVI). This qualification enhances his capacity to advise clients on matters involving offshore entities, complex corporate structures, and fund-related disputes, strengthening the firm’s offshore dispute resolution capability.

刘洋律师拥有逾16年跨境争议解决经验，是英国特许仲裁员协会资深会员。目前，刘律师已担任超过15家国际仲裁机构的仲裁员。自2018年以来，他已参与处理逾50宗国际及涉外仲裁案件，并多次担任独任仲裁员，在HKIAC、UNCITRAL、LMAA、SCIA、SCMA规则以及临时仲裁程序下作出25项以上仲裁裁决。

Mr. Liu is a seasoned international arbitration practitioner with over 16 years of cross-border dispute resolution experience. A Fellow of the Chartered Institute of Arbitrators (CIArb)，he currently serves as an arbitrator with over 15 international institutions. Since 2018, he has acted in over 50 international and foreign-related arbitration cases, including as sole arbitrator, and has issued more than 25 arbitral awards under rules such as HKIAC, UNCITRAL, LMAA, SCIA, and SCMA, as well as in ad hoc proceedings.

除专业实践外，刘洋律师亦长期积极参与香港法律界公共事务，现为多项政府法律及争议解决相关咨询及专家组织成员，包括国际法律人才培训专家委员会、法律及争议解决服务专家咨询小组、仲裁及调解第三方资助咨询机构，以及仲裁法律改革工作小组等。

Mr. Liu also contributes extensively to public service in Hong Kong’s legal community. He currently serves as a member of several government advisory and expert bodies on law and dispute resolution, including International Legal Talents Training Expert Committee, Expert Advisory Group on Legal and Dispute Resolution Services, Advisory Body on Third Party Funding of Arbitration and Mediation, and Working Group on Arbitration Law Reform.
