Haiwen Edward Liu Reappointed to Chief Executive’s Policy Unit Expert Group for a Fourth Consecutive Term

2026年5月28日，香港特别行政区政府宣布再度委任特首政策组专家组成员。海问律师事务所香港办公室合伙人刘洋律师继2023年首度获委任后，连续第四次获委任为特首政策组专家组成员。新一届任期自2026年5月30日起至2027年6月30日止。

In May 2026, the Government of the Hong Kong Special Administrative Region announced the reappointment of members to the Chief Executive’s Policy Unit (CEPU) Expert Group. Edward Liu, Partner at Haiwen & Partners’ Hong Kong office, has been reappointed for a fourth consecutive term since his initial appointment in 2023. His new term will run from 30 May 2026 to 30 June 2027.

特首政策组专家组于2023年5月成立，旨在为政府施政提供跨界别、具前瞻性的专业意见。成员来自商界、金融界、专业团体、学术界及智库等多个领域，并按主题分为经济发展、社会发展及研究策略三大组别，以增强政策讨论的针对性与深度。

Established in May 2023, the CEPU Expert Group brings together professionals from diverse backgrounds, including business, finance, professional services, academia and think tanks, to provide the Hong Kong government with forward-looking and cross-sector policy advice. The group is organised into three thematic sub-groups—Economic Development, Social Development and Strategic Research—to facilitate focused and in-depth policy discussions.

在过去一年，刘洋律师继续积极参与政策研究与咨询工作，围绕香港国际法律及争议解决中心建设、国际航运中心建设等重点议题提出多项建议，并获政府采纳，反映于2025年《施政报告》及相关政策推进工作中。

Over the past year, Mr. Liu continued to actively contribute to policy research and consultation efforts, putting forward a range of recommendations on key issues including the development of Hong Kong as an international legal and dispute resolution services centre and the strengthening of its status as an international maritime centre. A number of his proposals were adopted by the Government and reflected in the 2025 Policy Address and related policy initiatives.

在国际法律及争议解决中心建设方面，刘洋律师推动政府决定对《仲裁条例》作出修订，并获委任为律政司仲裁法律改革工作小组成员，参与相关法律改革工作。在国际航运中心建设方面，他持续就航运业发展建言献策，包括推动税务优惠、支持扩大海事保险业务等，为巩固和提升香港国际航运中心地位贡献专业力量。

In relation to the development of Hong Kong as an international legal and dispute resolution services centre, Mr. Liu helped promote the Government’s decision to amend the Arbitration Ordinance and was appointed as a member of the Department of Justice’s Working Group on Arbitration Law Review, contributing to relevant legal reform efforts. With respect to the development of Hong Kong as an international maritime centre, he continued to offer policy recommendations, including the promotion of tax incentives and support for the expansion of marine insurance business, contributing his expertise to the consolidation and enhancement of Hong Kong’s position as an international maritime centre.

目前，刘洋律师正就香港特区政府首份“五年规划”相关工作参与咨询并建言献策，重点关注国际法律及争议解决中心和国际航运中心建设。他结合国际法律服务、航运发展及跨境商业实践经验，就有关领域的发展方向提出建议。

Mr. Liu is currently participating in consultation and providing recommendations in relation to the Hong Kong SAR Government’s first Five-Year Plan, with a particular focus on the development of Hong Kong as an international legal and dispute resolution services centre and an international maritime centre. Drawing on his experience in international legal services, maritime development and cross-border commercial practice, he has offered suggestions on the development directions of these areas.
