Haiwen Edward Liu Attends Hong Kong–Shanghai Maritime Industry Exchange Conference and Shares Views on High-Value Maritime Services

On 24 September 2026, Edward Liu, Partner of the Hong Kong office of Haiwen & Partners, attended the Hong Kong–Shanghai Maritime Industry Exchange Conference in his capacity as a Member of the Hong Kong Maritime and Port Development Board and a Member of its Promotion and External Relations Committee. During the panel session on "High-Value Maritime Services Supporting the Development of International Shipping Centers," Liu shared his views on the legal, compliance and dispute resolution needs arising from the internationalization of Chinese shipping enterprises, as well as pathways for closer collaboration between Hong Kong and Shanghai in high-value maritime services.

本次交流会以“金融赋能・法律护航：沪港航运业携手航向净零目标”为主题，由香港海运港口发展局主办、信德海事网承办，汇聚沪港两地政府部门、航运企业、金融机构、保险机构、船舶制造企业及专业服务机构代表，围绕绿色航运融资、高增值海运服务及国际航运中心建设等议题展开交流。

The conference, themed "Financial Empowerment, Legal Safeguards: Hong Kong and Shanghai Maritime Sectors Working Together Toward Net Zero," was hosted by the Hong Kong Maritime and Port Development Board and organized by Xinde Marine News. It brought together representatives from government authorities, shipping companies, financial institutions, insurers, shipbuilders and professional service providers from both Hong Kong and Shanghai to discuss green shipping finance, high-value maritime services and the development of international shipping centers.

在专题讨论中，刘洋结合近年来中国航运企业跨境经营的实际情况指出，当前航运业所面对的风险结构正在持续演变。除传统合同履约及交易执行风险外，国际制裁、出口管制、地缘政治变化以及多法域监管要求，均对企业在船舶建造、租船安排、融资结构、供应链合作及海外营运等方面提出了更高要求。在此背景下，航运企业对高增值专业服务的需求，已由单一问题处置进一步延伸至交易前端的结构设计、风险识别、合规审查及争议预防。

During the discussion, Liu noted, based on recent experience with the cross-border operations of Chinese shipping companies, that the shipping sector is facing an increasingly complex and evolving risk landscape. In addition to traditional contractual performance and transaction execution risks, international sanctions, export controls, geopolitical developments and multi-jurisdictional regulatory requirements are creating higher demands on companies in areas such as shipbuilding, chartering arrangements, financing structures, supply chain cooperation and overseas operations. Against this backdrop, demand for high-value professional services has expanded beyond reactive issue management to include front-end transaction structuring, risk identification, compliance review and dispute prevention.

刘洋表示：“随着中国航运企业持续拓展全球市场，企业所面对的已不再是单点式法律问题，而是交易、监管、融资、保险与争议解决相互交织的综合性挑战。高增值海运服务的关键，在于不同专业能力之间能否形成有效协同，并为客户提供兼具国际适配性与商业可执行性的解决方案。”

Liu commented: "As Chinese shipping enterprises continue to expand globally, the issues they face are no longer isolated legal questions, but integrated challenges involving transactions, regulation, financing, insurance and dispute resolution. The value of high-value maritime services lies in the ability to bring different professional capabilities together effectively and to deliver solutions that are both internationally fit for purpose and commercially workable."

刘洋在发言中还指出，香港在普通法制度、国际仲裁、航运金融、海事保险及跨境专业服务等方面具备长期积累，能够在支持内地航运企业“走出去”的过程中发挥独特作用。尤其对于需要同时处理国际规则、中国企业商业实践以及多法域风险因素的复杂航运项目和争议事项，香港的制度环境与专业服务生态具有现实价值。

Liu further noted that Hong Kong's long-established strengths in common law, international arbitration, shipping finance, marine insurance and cross-border professional services position it well to support Mainland shipping enterprises in their international expansion. In particular, for complex shipping projects and disputes involving international rules, Chinese commercial practice and multi-jurisdictional risk factors, Hong Kong's institutional framework and professional services ecosystem offer distinct practical value.

本次交流会是香港海运港口发展局2026年9月21日至24日北京及上海访问团的重要组成部分。访问期间，刘洋作为访问团成员，参与了香港海运港口发展局与多家中央企业及行业机构的交流活动，包括中国矿产资源集团、中国船级社、中储粮集团、中粮集团、中国船舶集团、中国船东互保协会、中国宝武钢铁集团、中国船东协会、新华社中国经济资讯社及中国远洋海运集团等。相关交流围绕航运、贸易、物流、绿色转型、海事保险、船舶注册及跨境专业服务合作等议题展开。

The conference formed an important part of the Hong Kong Maritime and Port Development Board's Beijing and Shanghai delegation visit from September 21 to 24, 2026. As a member of the delegation, Liu participated in a series of engagements between the Board and leading central state-owned enterprises and industry institutions, including China Mineral Resources Group, China Classification Society, Sinograin, COFCO, China State Shipbuilding Corporation, China Shipowners Mutual Assurance Association, China Baowu Steel Group, China Shipowners' Association, Xinhua China Economic Information Service, and COSCO SHIPPING. These exchanges covered shipping, trade, logistics, green transition, marine insurance, ship registration and cross-border professional services cooperation.
